注释,注释: Статья посвящена исследованию факторов, влияющих на финансово-экономическое сотрудничество стран с развивающимся рынком в рамках трех блоков, а именно ЕАЭС, БРИКС и ШОС, посредством построения модели по типу взаимного притяжения. Отдельно рассматривается принадлежность стран к бывшему СССР. Установлен временной период исследования, который начинается в кризисном для России 2014 году и продолжается до настоящего времени. Предметом анализа являются финансово-экономические отношения, возникающие в процессе сотрудничества стран с развивающимся рынком, входящих в такие объединения как ЕАЭС, ШОС и БРИКС. Автор рассматривает факторы, оказывающие воздействие на финансово-экономическое сотрудничество стран с развивающимся рынком: глубина и масштабы внешнеторгового оборота, валовый внутренний продукт на душу населения, индекс торговой открытости, темп роста курса валюты страны-импортера и страны-экспортера, расстояние между странами, причастность страны с развивающимся рынком к таким объединениям как ЕАЭС, БРИКС, ШОС. Исследование основано на общенаучных методах познания (анализ, синтез, сравнение), представлении табличной и графической интерпретации статистической информации, временных рядов, эконометрическом моделировании с использованием программного продукта EViews. Новизна статьи заключается в определении, с применением эконометрических методов, факторов, влияющих на финансово-экономическое сотрудничество стран с развивающимся рынком в рамках трех блоков, а именно ЕАЭС, БРИКС и ШОС, посредством построения модели по типу взаимного притяжения. Особенность представленной модели заключается в наличии лаговых обменных курсов. Включение лага относительного изменения курса валюты экспортера привело к тому, что данные за 2014 год оказались исключенными из выборки. Целесообразно учитывать полученные результаты при сотрудничестве России как на двусторонней основе, так и в многостороннем формате в рамках ЕАЭС, БРИКС и ШОС.

注释,注释: Работа посвящена проблеме оценки взаимовлияния экономических и демографических факторов развития крупных городов (на примере городов Сибирского федерального округа). Целью исследования является анализ тенденций и факторов взаимовлияния демографического потенциала и экономического развития крупных городов.
Результаты исследования показали, что общее количество городов в СФО практически не изменилось за последнее десятилетие. Однако социально-экономическое развитие городов характеризуется неравномерностью, также произошли заметные изменения в структуре и численности населения городов. Предложен комплекс показателей для оценки динамики развития городов на основе анализа экономических и социо-демографических тенденций. Оценена динамика развития крупных городов СФО и их рейтинговая оценка, что позволило определить точки роста территории. При проведении использованы методы системного анализа, методы математической статистики, а также методы интегральной оценки, классификации и ранжирования. На основе анализа кривых Ципфа выявлена равномерная «насыщенность» городов Сибирского федерального округа. Одновременно, наблюдается обратная тенденция улучшения характеристик расселения на фоне опережающего роста крупнейших городов. Спрогнозировано, что доля населения, проживающего в городах, будет постепенно увеличиваться. Сделан вывод о необходимости учитывать выявленную взаимосвязь социо-демографических и экономических процессов при формировании мер государственной политики в сфере пространственного развития Сибирского федерального округа.

Представляются гипотезы будущего развития о том как будет выглядеть пассажирский транспорт в будущем, а так же о том перевозка грузов в городском пространстве. Основным подходом к исследованию данных вопросов стал модальный выбор пассажиром вида транспорта что позволяет продемонстрировать влияние современных технологий на выбор вида городского транспорта и в частности обосновать точку зрения в соответствии с которой необходимость в публичном городском транспорте отпадет. Исследуются несколько факторов подтверждающих данную идею. Так в частности выдвигается идея сокращения пассажиропотока в свзяи со структурными изменениями рынка труда (автоматизация и телеворкинг), а также развитие онлайн торговли, которые сократят пассажиропоток в двое. Данные тренды приведут к сокращению личных транспортных средств в собственности владельцев и приведут к сокращению городского трафика (пробок). В тоже время, использование индивидуальных транспортных средств с помощью мобильных приложений (напр. Убер) позволило уже значительно сократить стоимость транспорта в рамках города, в отдельных случаях (короткие поездки) сравняв их стоимость с ценами на проезд в общественном транспорте. Появление автоматического управления автомобилем, а также массовое использование электромобилей приведет к еще большему сокрушению цены поездки на индивидуальном транспорте, что приведёт к отмиранию общественного городского транспорта.

注释,注释: В современных условиях глобальной геополитической нестабильности и действия экономических санкций действующий в России механизм проведения государственных закупочных и товарных интервенций не является достаточно эффективным инструментом для регулирования рынка зерна. Предметом исследования является государственная политика в области развития агропромышленного комплекса Российской Федерации с целью выработки предложений по совершенствованию механизмов регулирования зернового рынка. Объектом исследования являются направления и механизмы аграрной политики современной России.
В исследовании особое внимание уделяется анализу основных недостатков действующего механизма регулирования российского зернового рынка, а также предлагаются совершенно новые альтернативные модели поддержания доходности сельскохозяйственных товаропроизводителей. В работе использованы теоретические и эмпирические методы, в частности: обзор литературы, логический, статистический и экспертных оценок, методы сбора эмпирических данных, системного анализа, описания и обработки результатов исследования. Основными результатами проведенного исследования являются следующие положения. Автором предлагается использование альтернативных моделей поддержания уровня доходов сельскохозяйственных товаропроизводителей с целью снижении расходов федерального бюджета и повышения эффективности данного механизма, в рамках функционирования которых может быть создан эффективный институт, регулирующий зерновой рынок на принципах государственно-частного партнерства – зерновая товарно-кредитная корпорация. Реализуя функции по принятию на хранение и закупке зерна, товарно-кредитная корпорация будет получать льготы от государства. Вместе с тем, снятие излишков зерна в субъектах Российской Федерации, не экспортирующих его, путем повышения конкурентоспособности указанной продукции через субсидии транспортных тарифов поможет стабилизировать цены на зерно на внутреннем рынке и станет базисом для расширения зернового экспорта.

注释,注释: Наличие фазовых переходов – не только количественных, но и качественных изменений – макроскопических показателей регионов свидетельствуют об из дисфункциях, в частности, росте разобщённости и снижении проницаемости пространства. Следовательно, фазовые переходы представляют собой особую угрозу для экономической безопасности региона. Данная работа направлена на обоснование особой экономической политики в области обеспечения безопасности в регионе. Статья содержит введение, актуальность и научную значимость, постановку проблемы и теоретическое основание, приводятся методы, результаты и выводы. В рамках концепций эконофизики на основе энтропийного подхода была предложена методика определения наличия и характера фазовых переходов. Данная методика была апробирована на данных Единой межведомственной информационно-статистической системы по российским регионам. Было выделено четыре типа фазовых переходов, в отношении каждого из которых предложены инструменты и институты обеспечения экономической безопасности. Сформулированы общие требования к системе региональной экономической безопасности, в частности, необходимость перехода от экстрактивных экономических институтов к инклюзивным, достаточность, но не избыточность мер обеспечения безопасности. Полученные выводы имеют как теоретическую ценность для дальнейших исследований в области регионального развития, так и практическую: сделанные рекомендации могут быть полезны для федеральных и региональных органов власти.

注释,注释: В настоящее время в России не происходит удовлетворение потребностей населения в овощных продуктах питания, потребление которых почти на половину меньше необходимых норм. Основными причинами являются низкий уровень производства овощей и покупательской способности населения, что в свою очередь связано с низким уровнем развития рыночной инфраструктуры. Это влечет настоятельную необходимость совершенствования инструментов агропродовольственной политики в отношении рынка овощной продукции, преобразования моделей организационно-экономического развития продовольственного рынка овощей. В работе использовались методы оценки рыночной концентрации Герфиндаля-Гиршмана, индекс Линда, методика анализа рыночного потенциала, экономико-математические методы экстраполяции трендов и оптимизации производства. Исследование выполнено по данным сельскохозяйственных товаропроизводителей овощной продукции Республики Мордовия. В работе показаны особенности и существующие проблемы эффективного функционирования овощного подкомплекса, обобщены основные факторы развития рынка овощной продукции, сформирована методика и проведены по ней анализ и оценка состояния конкурентной среды на рынке овощей в Республике Мордовия, разработаны модели по оптимизации структуры посевных площадей овощей в сельскохозяйственных предприятиях, по оценке рыночного потенциала овощеводческих предприятий, по организационной структуре оптового продовольственного рынка. Результаты исследования будут полезны органам власти для формирования продовольственной политики на рынке овощной продукции, так как позволяют определить перспективные направления и позиции в сфере сбыта овощной продукции, стимулирующие дальнейшее их производство.

注释,注释: Предметом исследования явился продовольственный рынок страны, функционирующий в условиях действия эмбарго. Выявлено, что ни одна из основных составляющих продовольственной стратегии России не осуществлена в полном объёме. Это обусловлено преимущественной поддержкой крупных сельхозтоваропроизводителей, в то время как в ней нуждаются, в первую очередь, малые формы агробизнеса. Доказана низкая эффективность антисанкционных мер, обоснована необходимость их отмены. Также установлено, что из-за низкой доли производителей сельскохозяйственного сырья в цене готовой продукции, у сельских тружеников отсутствует достаточная мотивация в увеличении производства продукции и это является одной из причин нехватки продовольствия в стране. Методологической основой работы явились диалектический и системный подход, а также эконометрические методы исследования (абстрактно-логический, экономико-статистический и др.). Результатом исследования является обоснование необходимости отмены льготного кредитования хозяйствующих субъектов АПК из-за высокой коррупционной составляющей механизма распределения льготных кредитов, и направления высвобождающихся средств на снижение единой кредитной ставки для всех сельхозтоваропроизводителей, в результате чего будут созданы равные условия хозяйствования в отрасли. Предложены новые подходы в субсидировании создающихся оптово-распределительных центров, в основе которых приоритетное формирование муниципальных кооперативных логистических центров в непосредственной близости к сельхозтоваропроизводителям, при 50% государственной поддержке. Полученные результаты исследования могут быть использованы при формировании продовольственной стратегии на федеральном и региональном уровне в условиях геополитической неопределённости.

注释,注释: Авторы в данной статье затронули важную проблему неэффективности сектора инновационного предпринимательства в нашей стране. Очевидно, что развитие данного сектора экономики особенно важно для будущего развития в России в контексте обеспечения национальной безопасности. Недавний экономический кризис и санкции зарубежных стран только оживили дискуссию. В общем наше исследование касается изучения факторов, влияющих на инновационное поведение малого предпринимательства.
В статье разработан подход, позволяющий систематически идентифицировать и оценивать институциональные факторы в системе государственной поддержки малого инновационного предпринимательства. В качестве методологической основы исследования был выбран системный подход. В качестве частных методов использовались метод математического и факторного анализа, бенчмаркинга, опроса, экспертных оценок и др.
Авторы разработали подход для оценки эффективности системы государственной поддержки малого инновационного предпринимательства на региональном уровне, дающий возможность определить фактический уровень развития управленческих процессов и выявить имеющиеся резервы. Его использование в практике государственного управления позволит принимать во внимание качественные факторы в процессе оценки эффективности системы поддержки в целом.

注释,注释: Предметов исследования, рассматриваемого в данной статье является вопрос региональной интеграции стран Северо-Восточной Азии в сфере электроэнергетики, на примере организации экспорта электроэнергии из России в Китай. Автором представлены данные о текущей ситуации по организации экспорта электроэнергии и представлен анализ потенциала приграничных российских регионов в производстве электроэнергии с целью организации экспорта электроэнергии на территорию КНР. Особое внимание автор уделяет вопросам обеспечения электроэнергией стран участниц интеграции в Северо-Восточной Азии в сфере электроэнергетики. Автор использует методы сравнительного анализа и экспертных оценок, в частности, основываясь на экспертных оценках инвестиционной привлекательности региона. Основными выводами произведенного исследования является то, что наращивание собственного экспортного потенциала в сфере электроэнергетики позволит России, укрепить существующий электроэнергетический комплекс российских регионов, граничащих с Китаем, стимулировать развитие сопутствующих отраслей, создать новые рабочие места в регионах, увеличить налогооблагаемую базу регионов, а также внести качественные изменения в структуру торгового баланса между Россией и Китаем в отношении энергоресурсов.

注释,注释: The subject of this research is the investment priorities of the oil industry of Russia and their financial capabilities to realize the oil projects under the conditions of current system of taxation, drop in the oil prices, fall of the ruble’s value, and sanctions. The need for a tax stimulus is being looked at from the point of view of the main segments of the industry – oil recovery; oil refining; hydrocarbon exploration; geographical changes of extraction; rationality of investments into large, medium and small petroleum businesses; prospects for development via organic and inorganic growth in the industry. In examining the financial sources for increasing the investment activity, the author highlights the possibilities and limitations of using personal and credit resources, direct and indirect participation of the government. The investment potential and risks of the industry are being assessed within the industry as a whole, as well as in the largest Russian companies by comparison with the leading foreign companies. The author concludes that the anti-crisis company programs must be based on the review of their portfolio of projects: reducing the portion of the costly projects of increasing yield for the HTR, while exanding the portion of the less costly projects of improving energy efficiency; systemic management of the operating, investing, and financial expenses of the company, as well as improving productivity. The government in turn must make decisive steps towards switching to the new regime of taxation that would insure a stronger interconnection of the financial result and taxes, and would stimulate development of new oil deposits and deep refining, allowing companies to make new plans for the future.

注释,注释: Due to the resource oriented state of the Russian economy, the taxation of the recovery of minerals is one of the main sources of revenue for the budget of the Russian Federation. Even minor changes in the price of oil on the international market have a huge impact upon the national budget of the Russian Federation, and the problem of replenishing it has lately become quite relevant. Over the course of being enacted the Mineral Resource Extraction Tax (MRET) has proven its fiscal orientation, while its regulating regulatory function has moved to the background and in doing so, acquired multiple problems in the field of oil extraction. This article reveals the flaws within the MRET of the Russian Federation and reviews the ways of improving it under the current conditions. The conclusions are made on the quality of the conducted tax policies in the Russian Federation with regards to taxation of the petroleum extraction industry, including changes to the current legislation. Presently, we can observe an annual increase in the MRET revenue into the budget of the Russian Federation and the growth in the specific weight of tax within the overall structure of budget revenue. However, despite the positive dynamics of the MRET index, there is a growing number of flaws within the current system of oil taxation that have negative effect on the present state and future development of the industry.

注释,注释: This article is dedicated to the solution of the issue of returning the capital from offshore back to Russia (de-offshorization). The object of this research is the world offshore centers that provide tax “sanctuary” for the Russian capital. The research focuses on the mechanisms, methods, and tools that would allow returning this capital back into the Russian economy. The article analyzes the causes of appearance of offshore zones and their functional direction, and unravels the notion of offshore business. It further analyzes the main incentives that are offered to the residents of the offshore zones. An evaluation is given to the bases for emerging and the scale of functionality of the global offshore business. The author examines the causes for the capital outflow from Russia into the offshore zones and proposes the organizational-legal measures in order to resolve this problem. The result of this research became the analysis of the causes and consequences of the offshorization of global economic system, assessment of the negative effects of this phenomenon for Russia, and development of number of proposals on de-offshorization of the Russian economy in order to form a comprehensive financial mechanism that would stimulate the development of investment attractiveness of the country.

注释,注释: The article is dedicated to the study of the dependence existing between a country’s prosperity and the progressivity of a private person’s income tax rate scale. The authors analyze the factors and identify their influence on the country’s prosperity and flourishing. The research included analysis of forty randomly chosen countries. The impact of the following factors on the prosperity and flourishing of the country was considered: the gross domestic product per capita; the average, monthly salary; the Gini index; the national debt, then share of gold in the international reserve assets. The authors have determined the power of functional dependence of country’s flourishing index on the index of income tax rate scale progressivity and the correlation coefficient that has been calculated. Along with the known prosperity indices of world countries used by the UN, the new income tax rate scale progressivity indices are introduced in the article. Based on the above, the authors introduce new aggregated interval social and economic indices, and namely: multifactorial country prosperity indices and multifactorial country flourishing indices. These aggregated indices were calculated for forty main world countries, for which the authors managed to find all initial indices. Analysis of the world country ratings by prosperity and flourishing indices (for 2009-2012) indicates that the values of Russia and Brazil are close. In general, in all ratings both countries are located in the lower decimal parts (in lower first and lower second parts) of corresponding indices value intervals. Besides that, it is shown that there is a positive linear trend dependence between country flourishing and tax rate scale progressivity of individuals income. Moreover, by the calculation of the selective correlation coefficients, the authors show that this linear trend dependence is linear functional to a large extent. The flat tax rate schedule adopted in Russia has a negative impact on the country’s prosperity.

The delivery of digital goods (books, music, video) to customers is described. The main purpose of the article is to present the consequences of the advent of 3D printers which would allow for the delivery of material goods to the end-consumer (or retailer/end-producer). The author thinks that it is possible to dematerialize material objects with the help of a 3D scanner and \‘ship\’ them via the Internet to the end-consumer (end-producer or retailer), who could then reconstitute those objects with the help of a 3D printer at the destination. Finally, it is obvious from these hypotheses that Internet traffic volumes are likely to grow.

注释,注释: This paper considers the concepts of an exclusively renewable energy policy and an exclusively renewable energy market on the basis of a hypothesis that the end of the fossil energy era is imminent. It examines current energy policies and their suitability for transition to an exclusively renewable energy market as well as drawing on some possibilities for integrating renewable energy policies into mainstream energy policies. The major part of the paper is devoted to the study of an exclusively renewable energy market structure which would consist almost exclusively of renewable electricity and not biofuels. The qualities of various renewable energy sources are considered in relation to the potential for individual energy production (end-consumer energy production). Individual or end-consumer energy production is considered to be the dominant trend in an exclusively renewable energy market.

The influence of a wide range of methodological and legislative factors on the perfection of the methods of the estimation of business evaluation is also under analysis in the work. The peculiar feature of this research is a certain structure including some approaches to the business evaluation. The analysis of the essence of each approach of the estimation of business evaluation is carried out in the article. The authors of the article pay special attention to the application of each approach of the estimation of business evaluation. The effectiveness of the use of various methods of the estimation while business managing and reorganizing is also underlined in the article. The done research draws to the conclusion of the necessity of perfecting modern and inventing new methods of the estimation of business evaluation taking into account the principles of systematic approach and consumption properties of an enterprise. One of the main factors drawn into the focus is the formation of the integrated information area under up-to-date economic circumstances.

注释,注释: The article on professional ethics in business is partly review type and classifying different approaches. Classic and non-classic approaches in professional ethics are characterized. The influence of philosophical branches on the content of professional ethics is shown. This way of presenting material has been chosen by the author with the aim to emphasize the most problematic and difficult points in contemporary professional ethics, particularly accountants’. Ethical considerations are psychologically grounded in some respects. The main notions of professional ethics are presented with the aim of concretisizing their content. The focuses for building professional ethics have been chosen: interaction of oppositions, social conditions of acceleration, creativity, emphasis of individual realization, respect. The most difficult problem has been pointed out: eternal moral stability and dynamic on-going of our life which demands the decision of a moment. Overwording in description of business relation is marked as a negative trait: all situations in professional ethics can’t be described. The specific traits of accountants’profession are underlined. Further prospects of discussing professional ethics are planned. The conclusions serve the respect of human labour and its quality.

注释,注释: In present article the author’s aim is to find out how Post Yugoslav countries could accelerate the past insufficient economic growth in order to achieve a real conversion to advanced economies, which is required for their accession to the EU. GDP growth rate is used as the main indicator for economic growth, complemented by other indicators of economic and social development. At the time of collapse in 1991, former Yugoslavia was among less developed European countries with unsustainable economic and social differences among its federal units. In the last twenty years, the economic and social differences among Post Yugoslav countries increased even further, partly due to different impact of military activities and partly due different degree of approximation to the EU. Improvements in utilization of existing factor endowments and creation of new factor endowments could accelerate growth of Post Yugoslav countries by 2022 (by two thirds compared to 2005), but not enough to enable their true real convergence, a precondition for the EU membership. Despite changes in status (independence), economic system (transition to private market economies) and economic environment (global financial crisis), growth rates in Post Yugoslav countries in the last 40 years remain at 3.3% on average. The author deeply scrutinizes the development level and disparities of federal units on the eve of collapse of Ex-Yugoslavia in 1990; analyses development of Post Yugoslav countries after their independence until today; gives reasons for a prediction of economic growth of Post Yugoslav countries in next decade until 2022.
